Pemex: tra nuovi contratti e tagli di budget

La messicana Petroleos Mexicanos (Pemex) ha stipulato tramite applato, un contratto con la Sener Ingeniería y Sistemas SA di Città del Messico, una divisione del Gruppo Sener di Barcellona, per lavori relativi alla modernizzazione della raffineria Antonio M. Amor a Salamanca, Guanajuato. La ristrutturazione fa parte dell’investimento programmato di 2.8 miliardi di $ per incrementare la produzione di Diesel ULSD (ultralow-sulfur diesel) in cinque delle raffinerie del paese.

Sulla base del contratto acquisito dalla Samsung Engineering Co. Ltd., Sener fornirà l’ingegneria dettagliata per la modernizzazione delle unità esistenti della raffineria, nonchè per l’integrazione delle unità con installazioni off-site associate.
Il contratto, il cui valore non è stato dichiarato, segue la prima fornitura da 80 milioni di $ assegnata a Samsung Engineering per la fase 1 del progetto ULSD nell’impianto di Salamanca, che richiede la progettazione di un’unità di desolforazione da 38.000 barili al giorno, così come la ristrutturazione dell’unità esistente HDS  da 53.000 barili al giorno.

Mentre Sener non ha ancora confermato una tempistica per i lavori a Salamanca, la Samsung Engineering ha precedentemente dichiarato che l’ingegneria per il progetto della fase 1 della raffineria ULSD  sarà ultimata entro settembre 2015.

‘Ridimensionamento del Budget’

Il calendario del programma di Pemex per migliorare la qualità dei combustibili prodotti in Messico potrebbe subire un ritardo complessivo.

Il 13 febbraio, il consiglio amministrativo della Pemex ha approvato un piano per tagliare il budget 2015 di 62 miliardi di pesos (4.000 milioni dollari) per fronteggiare i significativi tagli alla spesa del governo a causa del forte calo dei prezzi del greggio, secondo quanto ufficializzato su un comunicato stampa dalla Pemex del 16 febbraio .

A fronte di ciò, l’azienda ha rinviato la spesa per una serie di attività a valle, che comprendono progetti di modernizzazione della raffineria, nonché quelle rivolte a migliorare la qualità della benzina e del ULSD.

Datosi che diversi contratti per questi progetti erano stati firmati in condizioni di mercato più favorevoli,  Pemex prevede anche di rinegoziare questi contratti, ha detto la società, anche se, l’azienda non ha individuato quali o quanti progetti a valle saranno immediatamente colpiti dai tagli di bilancio.

Oltre ai contratti per la raffineria a Salamanca, Pemex ha posto in essere anche i contratti relativi alla qualità del carburante con le seguenti società:

• Foster Wheeler USA Corp. ($ 584.000.000), per la raffineria Antonio Dovali Jaime a Salina Cruz, Oaxaca.

• Tecnicas Reunidas (568 milioni dollari) per la raffineria di Lazaro Cardenas, vicino Minatitlan nello stato di Veracruz.

• ICA Farina Daniel (737 milioni dollari) per la raffineria di Francisco I. Madero a Madero, Tamaulipas.

• Gruppo ACS (560 milioni dollari) per la raffineria Miguel Hidalgo a Tula, HidalgoThe mexican Petroleos Mexicanos (Pemex) has stipulated through a tender, a contract with Sener Ingegnieria y Sistemas SA of Mexico City, a division of the Sener Group of Barcelona, for works relative to the modernization of the Antonio M. Amor refinery in Salamanca, Guanajuato. The renovation is part of the programmed investment of 2,8 billion dollars to increase the production of Diesel ULSD (ultralow-sulfur diesel) in five of the refineries in the country.

Basing on the contract acquired by Samsung Engineering Co. Ltd., Sener will furnish the detailed engineering for the modernization of the existent unit of the refinery, as well as for the integration of the units with associate off-site installations.
The contract, of which value hasn’t been declared, follows the first supply of 80 million dollars assigned to Samsung Engineering for the phase 1 of the project ULSD in the Salamanca plant, that requests the design of one desulfuration unit of 38.000 barrels per day, as well as the renovation of the existing HDS unit of 53.000 barrels per day.

While Sener hasn’t confirmed yet a timing for jobs in Salamanca, the Samsung Engineering has previously declared that engineering for the project of the phase 1 of the ULSD refinery will be ultimated within Septemebr 2015

‘Downsizing the Budget’

The calendar of the program of Pemex to improve the quality of the fuels produces in Mexico may be delayed.

The 13th of February, the Board of Directors of the Pemex has approved a plan to cut the budget 2015 of 62 billion of pesos (4.000 million dollars) to face the significant cuts to the government spending because of the sharp drop of crude oil, according to an official press release from Pemex of the 16th of February.

Against this background, the company has postponed the spending for a series of activities downstream, that comprehend modernization projects of the refinery, as well as those aimed to improve the quality of gasoline and the ULSD.

Since the different contracts for these projects were signed in more favorable market conditions, Pemex provides also to renegotiate these contracts, the company said, even if, the company hasn’t identified which or how many downstream projects will be immediately affected by budget cuts.

Over the contracts for the refinery in Salamanca, Pemex has placed even the contracts relative to the quality of fuel with the following societies:

• Foster Wheeler USA Corp. ($ 584.000.000), for the Antonio Dovali refinery Jaime in Salina Cruz, Oaxaca.

• Tecnicas Reunidas (568 milioni dollari) for the Lazaro Cardenas refinery, close to Minatitlan in the state of Veracruz.
